The escalations emerged in North Africa and some Middle Eastern countries in 2011 and called the "Arab Spring", and 11 years later, Russia's invasion of Ukraine in February 2022, once again revealed the concept of humanitarian diplomacy. The conflicts experienced resulted in human migration, displacement within the country, and eventually the emergence of a large population called the "vulnerable groups" consisting of women and children. Considering the conditions of the First and Second World Wars and the Cold War period that started after, humanitarian diplomacy has many more actors today. Governments, international organizations, non-governmental organizations operating in the international arena, the private sector, and individuals can be considered actors involved in humanitarian diplomacy. Thus, failure to implement or not successfully humanitarian diplomacy can cause many negative developments, especially in the economy, society, and security, in much wider geographies apart from conflict environments. In this context, for humanitarian diplomacy to be successfully implemented and yield results, actors in this field need to follow harmonious process management and decision-makers need to transform their policies in favor of vulnerable groups.
